Holy and Flare diminishing returns nerf

To be fair, flare really needed a nerf. Sure it was the only really fun spell for black mage but come on. It can be cast with barely any mana left and would still hit the same extreme amount. That's just cheating.

It's cheating to cast an area effect nuke on a job which is dedicated to dealing damage? I hope you don't influence future updates, or I fear for my Hallowed Ground and Benediction skills.
