Also might be an issue with queing/clipping GCD i.e. hitting the key a few tenths of a second before the ability is actually back up.

Idk about that, I mean really it's almost like it accepts that I hit 4th but then BotD and the proc buff fall off before it executes the action/animation and it cancels it. To me it feels like a rounding problem, like the timer reads 21 sec but it's actually 20.5. Because it's literally like 1/2 sec from being able to execute. 21 sec should be enough time, even 20.5 theoretically should be. But for whatever reason it screws me at 21 sec. I don't usually have lag problems, using hardwired cat 6 with 50mbps connection.
