I've noticed that too. I've had all party and mob effects disabled ever since I did T6 the first time, which helps, but it's still hard if the tank likes moving around. The 4ths are bloody useless if you don't get the positional, but considering our raw output I think that's fair enough at this point.
EDIT: I'd like to talk about helmets. Using our old statweights, the Valerian helmet is better by about 7-ish relative STR when compared to the unupgraded Law helmet. The Law helmet does have lots of crit though, and considering the changes to crit perhaps it is better anyway?
