If we're using HT -> ID-Dis-CT-F&C -> Phleb -> TT-VT-FT-WhT -> (repeat), then it's already going to require a 2.3-second GCD or less to maintain 100% HT and Phlebotomize uptime. That makes me think that we wouldn't want to use Fracture as filler; doing so would cause HT and Phleb to wear off periodically.

In the spirit of saving space on a cross-bar, since WT and FC both have restrictions to activate it (BotD and Enhanced WT or Sharper FC), can't we put both in a macro and if the conditions for WT are met, it'll fire off WT and vice versa?

I'm not talking about macroing those skills along with another skill though. I'm talking about macroing WT and FC to the same button. If I remember how macros worked (like you said, as a DRG macros really don't work with our purpose since it slows it down) doing something like:
/ac FirstSkill
/ac SecondSkill
Will activate FirstSkill if its conditions are met. If not (like if its still on the cooldown), it will kick off SecondSkill. Under that assumption, since you'll always use one or the other of WT or FC and since they have tight restrictions (having Enhanced WT active means having Sharper FC not active), I don't see why you can't macro the two commands together.

It's still a macro, so the same issues come up.

Good job with creating new thread. I was about to suggest that we need that since the old one is severely outdated esp with the coming of HW and the front page was not being updated any more.
Would be even more awesome if we could get some helpful admin to close the old one so that there is no juggling between the threads.
