Heavensward - Full Expansion Download Query

I had a question on behalf of a friend of mine as well as a couple members of my FC.
These people don't have great download speeds or have set limits on their connections therefore a download of 20gb would be alot for them.

Will there be an option for people to download the expansion elsewhere and then install it on their Home PC's or will everything be through the FFXIV client?

I will update this thread if I manage to find the answer.

I do not know if this will work, but this has worked with a lot of games in the past:

Download the version somewhere else. Friends house or something. Then copy the major big files from the Install Directory to a portable Hard Drive. When you get back home, put those files in the exact same location. Usually the Client Launcher, will check the directory for the needed files and just download the ones that are missing.

I have used this method before in Ragnarok Online, FFXI and WoW.

It does ive done it twice with FFXIV when building new machines. It will be the last option for them to download the client.
