Probably because Yoshi as good as promised a third free retainer to deal with the inventory problems predicted to arise in 3.0.
However, we still don't have full patch notes. He says in hope.
Instead of offering a free retainer they should just fix things like fishing baits that need their own storage for free. If your a heavy crafter, gatherer, and glamour person you use up all of the 2 retainers they give you. This game often encourages the bad lady syndrome so to speak. I'm not saying they owe us more space but many mmos often run into similiar issues with storage and the answer isn't always to charge the customer more for it. If the game encourages hoarding then why are we being fiscally challenged because of it?
They need to add some kind of discount if you buy all 6...

Well all I have to say is.
All those players who wanted fantasia to be sold in a cash shop opened this box up. When the mount was put up forsale folks said well its just cosmetic who cares. No one complained much for the 2 retainers when they was added. This will only continue with cash shop items.
You get what you ask for and more everytime. So enjoy and stop whinning!
Wish they would do like in ffxi. Have quest's you can do to gradually increase your inventory space, and just keep expanding it over time.
