Report spam button won't stop the /tell spam. Well, the friend request spam is many times more infurating than the /tell spam.
If you are looking for a feature where x reports causes a global blacklist, you can forget about it, the western audience has repeatedly shown it's incapable of holding such responsibility.
I haven't personally experienced this, but I'm glad it was addressed. I have a question/concern though. Can you blacklist someone if you get a party invite?

This is likely implemented to prevent the very spam you are talking about. It won't stop the bots that are part of active non trial accounts but it will cut down on quite a bit of the spam friend invites.
Now I wish there was a quick link Report spam button but they seem incapable if implementing such a thing.
As has been mentioned, this sort of feature is too easily abused by people for stupid reasons. Just like the abuse of the Vote Kick and Vote Abandon systems. You know it's happened on more than a few runs you've been in. All it takes is one bad fruit to ruin the bunch.
