While doing my WHM 45 Job Quest, I came across this NPC at the given location, but interacting with does not bring up a dialogue box. There were no FATEs in the area that he could have been a part of. He resembles the Scholar one escorts in the Main Scenario quest "The Least Among Us", if my memory serves.
