Change in voice acting?

Since the heavensward expansion, all the voices in cut scenes have changed from 2.0.
It is most notable in the scions and Cid, it's almost like I have the British voice pack rather then an american voice pack. Was there a change in voice actors between expansions?

This does happen in MMOs and is not really a bug. Most of the time is when the previous VAs aren't available due to other commitments when the next recording session comes up. If VA Bill is in China working on a contract project for several months and SE needs a particular character done, they may have to look somewhere else. There's also the case when a particular*VA's price goes up and a company may not find it worthwhile to bring them back, especially if someone else is willing to do it for less pay.

It all comes down to a balancing act between time and money. Sometimes either or, sometimes both.
