The benefit of this is that the tell-block could be automated without a whole lot of risk to legitimate players.. Adding even more to the GM workload will just set them farther and farther behind in reviewing them. The idea was to take "every character sending tells requires GM oversight, wasting 20 minutes of their time" out of the equation, as this is what's allowing them to beat the system right now. They're simply too fast and it's "character" based, rather than SE Account based flags.
Eventually, the spammers will find they're losing more money in purchased copies of the game than they're gaining by advertising. (<- this being the end goal)
