Cross-bar not Locking?

So I recently learned that I could lock the cross bar by clicking the lock icon, but today my dog stepped all over my controller, thus pushing down the trigger and clicking the touchpad and moving skills around.

So what I'm saying it I can still edit my crossbar even though it's locked

Um... I feel I'm not understanding your question, but I'd try anyways: you can lock/unlock your cross-bar whenever you want, so you can customize it everytime you may see fit (obviously). Just unlock it again (click on padlock icon for opening), rearrange your skills and lock it again once you're finished (click on padlock icon for closing).

PS. I still think I'm missing something here...

EDIT: Oops, the issue is your controller is not working properly anymore?

I think the issue is, regardless of the cross hot bar being locked or unlocked you can still move/remove the skills. (Nothing actually changes)

When it's locked, you can only add skills. When it's unlocked you can move and remove skills as well. Maybe the stepping on the controller unlocked it, moved stuff around and locked it back again!

This, it doesnt matter if i lock it or not i can still edit the cross bar and move skills.

I think it locks for the mouse, but not the controller :/
