In WoW prior to any expansion, it was not very likely that any player was going to reach current level cap before getting to the end content zone of the current expansion. Two major differences here. Firstly, in WoW the cap is a hard cap. You literally don't even unlock the ability to level past your cap without the expansion. Secondly, in WoW, once the level cap is 'earned' by getting the expansion, you can still earn experience in earlier areas. It's not like all of your new levels had to be earned in expansion areas only.
Also, while you 'could' gain exp in the 'old' areas, after an expansion, the exp given was so miniscule that it was just ridiculous to even try, instead of going to the new areas where exp was practically thrown at you in barrels. Plus the questing greens in new areas were equal to or better than the raiding gear from the previous expansion.
WoW also did not have a specific laid out storyline we HAD to follow like ARR does.
Those of us who are currently 50 have been so for ages and have done over 100 MSQ gaining NO EXP whatsoever throughout those, as well as Coils, hundreds of CT runs and roulettes with NO EXP.
It would be an insult to allow anyone to remain in the old content and suddenly begin leveling up on those same activities we got nada for, potentially placing them at level 60 before setting foot on Ishgardian soil where they could then faceroll all the new 51-57 zones which those-of-us-who entered-at-lowly-50 will struggle through.
NAY, I say, no exp gain for ARR level 50 content! We didn't get it so neither should anyone else!

I see it as just the opposite. People who are sticking with ARR alone and not getting HW have no content for which being above level 50 would be beneficial. Keeping their level cap where it is allows them to stay at the level where their highest content is. If the level cap was unlocked for everyone, but only those getting Heavensward had any level 51-60 content, then soon those with ARR alone would end up out-leveling everything they have available to play. What you're asking for would pretty much destroy the game for everyone not getting HW.
Now here you're combining two different issues, as in this case you appear to be discussing people who DO have Heavensward and all its content as well as its level 60 level cap. We don't know yet what incentives SE is adding to get them to continue running ARR's dungeons, so it seems a little premature to say there isn't going to be any. We do know there will be an initial period where they don't get XP for level 50 dungeons, but then later they will. (It was a little unclear, though, whether that just referred to an XP completion reward or whether it also includes mob-kill XP while there.)All this will do is eliminate any reason to run level 50 content for existing players and relegate new and existing players to begging for help because they can't find a tank or a healer. With new content, and higher level gear on the horizon, no one is going to give two hoots about hard or expert roulettes any more. But sadly, it seems no one has even thought about that caveat.

i don't think people would complain about radically differnet content as long as it is an addition to the existing game and its history, its no contradiction in my oppinion,Natashio, you are being part of the unwinnable game for a developer.
Make lots of content in the same vein as the original game? People complain there's no new stuff.
Make lots of radically different content? People complain you're not being true to the game's history.
Make too little content? People complain there's nothing to do.
Make too much content? People complain they're overwhelmed.
The way I see it, Heavensward adds a lot of new story, new places to explore, new crafts, new stuff to gather, new raids at endgame, and so on. I'm curious, though; what are YOU hoping it will contain that will make you buy it?
well "too little content. ofc ppl complain. They pay for it why shouldnt they.
Too much content? (lol)i really doubt that will ever happen, so nobody is going to complain there... id love to see an expansion with overwhelming content...
so far HW does seem like 2.0 with a new lvl cap, flying mounts , same gear treadmill, and airship content that, reading the patchnotes seems like "send the ship instead of the retainer to bring something back".
I really do hope they break out of that pattern, if not then it seems like one of the most boring content updates ive seen in the mmos ive played so far.
they have to get back to creative content with a nice graphic engine around it.... not just graphics then do some half ass cutszenes with 30% voiceacting (never seen that before anywhere on a title of that size), shallow linear content and same systems over and over... but well. let's see, i doubt but i DO hope that im mistaken![]()
