    There's not much you can really do in your example case. Even a tank will have trouble getting over enmity on a FATE NM if a DPS has been soloing it for awhile because they're immune to Provoke. All you can really do is pump out as much DPS as you can in a short time frame and hope it's enough.

    Okay, so in that case she can't be saved. As I play at off-peak hours (well, considering NA's time at least) I see this quite often in lower level areas (but well, not in the exact case as my example, but it happens). Some have chocobo tanks, which helps a bit.

    For non-tanks, our options for enmity are Savage Blade / Skull Sunder, Flash and Provoke. For the first two, with the absence of combo, you sacrifice significant DPS for a bit more enmity. Flash is good for 4 or 5 shots before depleting your MP (In the case of DoWs). As for Provoke, you mentioned something interesting. How does an enemy become immune to Provoke? On most regular mobs, they work just fine, but in some fate bosses they're immune. How is that?
