GC Leve: "Get off our Lake" bug

Hello,
I'm doing books and it asks for "Get off our Lake" Gran Company Leve.
It is in Saint Coinach's Find - Twin Adder.

The problem is: the NPC keep rotating between "The Awry Salvages" and "Amateur Hour". Wasted more than 50 leves trying to make "Get off our Lake" appears, but It won't.
The only thing I can think it is a bug, because leves rotations are easy and never had to do this amount of leves to see the specific one's to pop.

Please, any information would be good.

The easiest way to get a levequest proc is not to do both of them at the same time and hope it appears, but grab one, leave the other, and see if it replaces the one you did with the one you want (at least for the GC Leves). I also think that you can take both of these, talk to him again and he should have another. I forced it this way earlier today, so it should work either way.
