The problem is that the the circlet ONLY gives exp boost. Most of the dungeons from brayflox (lvl 32) onwards are actually pretty difficult if you're even slightly under leveled. Especially so for newer players who are still learning the dungeon. If SE were to extend the exp boost to cover lvl 30-50, all the newbie tanks and healers would be wearing that helm too and causing endless wipes in those dungeons. I think this is a TERRIBLE idea.
