    The new jobs can't be played until you reach Ishgard in the main story with an existing starter role, and by then you get the +50% exp on all other jobs after the first by default. The circlet is mainly for newbies leveling their first character, which will always be forced to start at level 1.

    Both the recruiter and the recruited get the circlet. The recruiter could already have everything above lvl 25 before getting the circlet. The reason behind recruiters getting it is an incentive to recruit.
