This is all they need to do to alleviate most of the problem. People never logging out is 99% of the reason there are queue times.

Actually it does. At launch due to the queues people would AFK so they didn't need to re-queue when they can back to play the game, sometimes overnight, so this exacerbated the problem and made the queues even longer. When they implemented the AFK kick the queues virtually disappeared.
