Lower La Noscea looking empty?

I should've posted a pic, but anyway, during a visit in Lower La Noscea (via Tempest Gate), I noticed there wasn't many players in that area (well 2, I think), up to the Grey Fleet area.
I think many players are going for it, as Heavensward is coming, or it could be something else.

Open world is always empty. No one leaves Limsa/Mor Dhona/Golden Saucer/their house.

Lower La Noscea has always been one of those areas. Not much ever goes on there or brings you there, and anything that does only lasts for so long.

I suspect this differs from server to server as I always see people out in the open world.

that area is almost always empty as new adventures venture off near mobay docks. so ya theres a huge influx of new players coming in and they seem to be speed leveling

I actually remember Lower La Noscea fondly. That was my first overworld area I explored. Ah, to be young and giggling at sheep attacking me with "Fleece Butt" and be so lost that I had no idea how I ended up in the world's smallest mines.

Except the sheep are in Middle LA Noscea. And then you'd zone from Middle to Lower for those mines. I actually spent most of my morning in Lower LA levelling an alt.
