    If the level 50 2.0-2.55 quests start rewarding gear

    Wouldn't it be simpler for them to instead offer generous amounts of soldiary and poetics instead?

    That would be a good idea imho. The beast tribe quests already give out soldiery [5/7/10] and 1 poetics [3] but it would help if MSQ rewarded a bit more
