I think it means outside of your party/caravan escort group. I.E. random player running by.

Yeah, that's true, but players have to accept the duty from the camp, and the NPC may not allow players to accept the task if they have not sworn fealty to THAT specific company.

But perhaps. It kind of implies that you won't be able to, but it doesn't specifically state it.
