I would rather see something that helps the Low Level Roulette. Instead of an achievement, make it a Challenge Log item to complete Low Level Roulette 5 times as tank for an extra 40 Esoterics beyond the weekly cap. Completing the roulette with a first-timer in the party gives a Mark of the Guardian which can be used to purchase minions and maybe even mounts.

Since it is beyond the weekly cap, there is a very real incentive for every player who has leveled a tank job to run the Low Level Roulette. And it isn't just limited to high-level tanks. Anyone could start a tank and run a low level roulette a day to benefit from these extra tomestones. It directly expands the pool of possible tanks and encourages people who have never touched tanks to try it out and immediately benefit from it.

Low barrier of entry (no need to level cap a tank job then gear it up before working towards the mount) plus hitting the problem where it is most severe (low-level roulette). That's how these rewards should be.

Obviously, more tanking job varieties to make the tanking population bigger would be the best solution...

This is the most amazing idea i read on this entire forum! We need more tanks on low level roulette than coil or any extreme primal.
