They are moving to a new sub away from Steam, because they were upset with how Valve/SE handled our early access and expac experience (they waited until almost the last minute to let us access it). Steam also won't refund FFXIV to my knowledge.
Also to my knowledge Steam will only refund up to 14 days after purchase.
You can get one no questions asked if it's within 14 days from purchase and has been played for less than 2hrs. However, they'll still consider it even if it doesn't meet the previous stated questions. OP might as well try; it worked for my friend with Civ5.

Good to know. I would definetly try to make use of that if I had the game on steam and I'd make sure to cite all these stupid restrictions as reasons why it should be refunded.
