Sure, as soon as Lightning Returns is released on PC like they promised. It was to be released this spring, oh wait I guess technically there are like ten more days this spring. I'm sure we will have a release by then.
I just returned to my post launch character who did the initial story quest line. It took me around 4 days of dedicated quest completing to get to the last 5 quests of the main story. I do agree its kinda ridiculous that you have to finish Before the Dawn but I see why.

I managed to enter Coerthas and Mor Dhona even before the main story told me to, so why not Ishgard?
Give people access to the city at least? That way we could at least take a glimpse of Ishgard once we bought the expansion and somehow get the in touch with the new jobs? I'm fine not having to do the newer dungeons and raids until I finish MSQ. Also, the new zones would be useless to newbies anyway (who are at least lv 35 upon their first arrival to the Coerthas' Steps of Faith) since the mobs there would have been too powerful for them.
I'm also kinda thinking about this lore-wise. I'm not finished with the story yet so I'm guessing a bit here. Somehow in the progression of MSQ I assume you will be granted access to Ishgard because of your feats and recognition as a revered hero, Warrior of Light. Following that, Ishgard will allow only *one* person (you, or maybe the Scions too) access to their holy lands. It will make sense if Ishgard is instanced as you only see yourself there. But once you enter Ishgard, obviously you see hundreds of adventurers walking around. Sure they're also Warriors of Light in their respective stories, but painting a bigger picture in a role-playing sense where everyone is a humble adventurer then that might be kinda off. This would also be contrary to Ishgard's break from their isolationist policies and opening their gates to everyone.

Hmm, in that regard, I wouldn't have been able to buy things from Revenant's Toll until after they mentioned to me the existence of Mor Dhona in the Main Story. This is a bit after the Garuda fight, but I fought her using i100 stuff I bought there.But the point remains that because of the story it makes no sense at all to go to Ishgard. In respect to the MSQ, I agree it won't make sense going there until certain events occur. But with respect to the bigger picture, it's fine.
With the release of Heavensward expansion, such events have already occurred and Ishgard has declared it has opened its gates to *everyone* (or did they? I dunno, but I think I read this in a synopsis somewhere), this means that any adventurer passing through the Steps of Faith will be allowed entry to the holy city. It's not like the guards will halt you if you're not the Chosen One.
Imagine a role-play scenario like this (juxtaposes as actual player scenario who just bought Heavensward):
*at the steps of faith*
Newb Adventurer A: So this is the revered holy city of Ishgard. I heard they are teaching outsiders the ways of the Dark Knight there.
Newb Adventurer B: Dark Knight? That sounds awesome! Where do we sign up?
Ishguard: Halt! Who goes there!
Newb Adventurer A: Greetings, honored guardsman of Ishgard. We have come from the distant lands of Limsa Lominsa in search of learning Ishgard's secret arts of the Dark Knight.
Ishguard: You shall not pass!
Newb Adventurer B: Whaaat? But your Holy See has declared open gates to everyone?!
Ishguard: Only the Warrior of Light may pass these sacred grounds! Now move along!
Newb Adventurer B: Aw bummer
Well, yeah I'm stretching this quite a bit. But I really feel we could at least get a bit of an immediate returns when we buy Heavensward. At this pace, I don't have reason to buy the expansion until I finish the MSQ first. Is that how it's supposed to be?

Well, If you were level 50 for some time but still only at Garuda in the Main Scenario quest then thats really your own fault. :P
Besides, its not like they didnt announce it well ahead of time.
Yeah, I'm really sorry for playing at my own pace.
I totally regret paying attention to the beast tribes after I finished Stone Vigil.
I regret having to enjoy PvP for awhile.
I should also regret leveling my crafting and gathering at the same pace as my combat class.
I should have never tried leveling other classes.
I should never have wasted my time in Gold Saucer.
I really should have finished story mode first and foremost before doing everything else.
(sorry for being overly sarcastic and dramatic there. No offense intended, but I had to let that out a bit)
Most of the time, I have no problem speeding through the story. My only problems are the Duty parts. I play in off-peak hours in relation to North American time, in addition to having a DPS as my main class, I tend to have really boring wait times especially when selecting specific dungeons.
Also, having to do Duty Roulettes pretty much every day I can I tend to really level up fast so as such I have overtaken Story quest levels.
Actually if you walked up to the Guards in Ishgard and told them you wanted to be a Dark Knight its likely they would drive you off, if not stab you. Dark Knights are pariahs. They hunt powerful corrupt clergy using forbidden power.
