How would that affect the idle in sanctuary exp boost? I can see it in places outside of cities/towns that have Aetherite shards/crystals (like hamlets that don't have one) and out in the field.

(I wondered why when I idled outside of a sanctuary I never got the bar under the [collected exp] highlighted bar when I was outside of a 'sanctuary' town for extra exp)
