So i just came back to this game. The account that i created was a Japanese one, but they don't accept foreign credit cards anymore. What can i do so that i can pay my subscription fee? Thanks

Contact account services and see if you can get it transferred to a region you want. Also you should be able to buy regional time cards from the SE store.

Secondly, as you don't live in Japan, why did you create a Japanese account?

If all else fails, unless you already bought the expansion, may be worth just buying it again and making a new account in your preferred region seeing as you are still low, just checked lodestone. 41 PLD 15 CNJ which will only take a couple or 4 days to catch back up on.

You can't use the Crysta option? You can buy Crysta via PayPal that way.

I don't think there is a paypal option. They took it away and haven't added it back, iirc. Something like that. My life would be way easier if they had added it back :c
