The beasttribes, for the most part, don't seem to be tempered, except for the Sylphs, and the Sylphs asked for it. As for why they would summon primals? Well for personal reasons and security. We claim they harm them but that's not neccesarily something they understand or believe.
All the beasttribes have their own reasons for fighting us and those that are friendly are likewise have reason for disagreeing with the desire for War.
For the Ixali, its that they believe Garuda will provide them safety and return to them the ability to fly. Those who are friendly don't believe Garuda and believe in pursuing their dreams though their own means.
For the Sylphs, its all about security. The Slyphlands are constantly suffering incursions from Garleans. There is a castrum right next to their lands.
For the Amalj'aa its again about security. Those Amalj'aa who oppose it believe that dependence on Ifrit's strength has lead to the Amalj'aa abandoning tradition and honor and that borrowing strength is both cowardess and leads to weakness.
For the Sahagin, its about survival but has grown into a cycle of hatred born out of constant conflict. The Cataclysm destroyed the Sahagin spawning grounds and so they needed to take a site that would work as new spawning ground less their race lose the ability to reproduce. Those who are friendly see the only way for a future that doesn't lead to his young living trapped in a cycle of killing and death is finding a road to peace. Many of the Sahagin who want war with the Limsans have watch their spawn brothers killed in this war and it has filled them with hatred.
For the Kobolds, it was Limsa who started the war and the problem Limsa faces is that the Kobolds are less inclined to trust Limsa now when Limsa betrayed the treaty last time. The Kobolds have a sense that they are repressed by the Limsans and so they see their conflict as one of defiance. That's compounded by the fact that within the upper highranks of the Kobold Orders are some pretty tyrannical leaders that use this fear to entrench their power.
There really is no reason for the Primals to temper followers who are willingly worshiping them.
Also I don't think they are saying are weapon is swallowing their souls whole. It is already established that interacting with items naturally imbues them with pieces of the soul. That's where Materia and Demimateria come from.
