Behests give you the correct "star" level for the average level of the joinee's.

Example L49 gives you L52/57 mobs which is the same as 5 star 40, but L47 gives you L49/54 mobs which is 4 star L40.

Doing behest solo gives you a good idea at what level SE intended the star difficulties for solo anyways!
