WHM (technically CNJ) did not have a defined reason for receiving the unicorn, and to be honest... the quest was kind of lackluster. It may have been to encourage people to level healer, but possibly no.

The reasoning behind that, I think Yoshi-P explained during the closed beta, was that at the beginning of the game up to level 30 the Conjurer would be the one and only Healer class available. There wouldn't be any scholar before level 30 (and astrologian wasn't even a thing, of course), thus potentially creating a role unbalance in the early levels. The special mount was put there so more people would be encouraged to level conjurer at least up to level 30, so they could get their special mount for collection and go back to their main job.

Nowadays the problem is basically solved, especially thanks to the low-level roulette, but in the first months of the game it could have been potentially game-breaking.
