They do, elementals live in the trees and communicate to the moogles and those weird kids in Gridania through the trees.

As for the dreamtoad, I'm pretty sure that was just a spawn for the leve they were doing that just happened to spawn near the glowing tree, it had nothing to do with the glowing tree at all. Just a coincidence.

Dunno why it stopped glowing though, maybe it only glows for a certain duration during certain times of the day.
