The heavensward content is completely separate and locked on a timer and is downloaded through the psn not the game itself.

That's highly unlikely given that everyone has to download HW regardless as to whether they have purchased it so has to be downloaded through the game like a patch would. The timer is just telling you when it becomes playable. It will also be a bigger download then the 12gb or what ever it is that the PSN says it is for the entire bundle.

It it also doesn't say they are linked and I wouldn't be able to play the game that is released right now until the expansion is released later

Probably because they felt that that by putting exactly when the bundle would be playable people wouldn't assume that only counted for half the bundle.
