Were there 2 separate registration codes, or just one?
If there was only 1 code, then regardless of what content you can download, your PS4 access is likely registered under your Mogstation account as access to ARR and Heavensward as a single item instead of two seperate entities. This would prevent you from logging in on the PS4 until the proper date for HW.
If there was 2, well, back to being uncertain I guess.
edit: Wait, this bundle doesn't release until Heavensward does. Regardless of the fact that ARR is a part of the bundle, it's still subject to the bundle's release date.
edit 2: Also, the ARR/HW bundle does not carry the early access pre-order bonus, so you won't have access to FFXIV on your PS4 at all until HW's official launch date.

I don't believe that's true because when downloading the bundle, ARR is seperate from the HW download. I am unable to download HW until the timer is up but I can download and launch ARR just like I should be able to except it gives an error after the version check and before the log in screen.
What I'm seeing on the downloads and the game itself is that the are completely separate. Proof of that is that ARR I am able to download and launch and HW I am not able to download and is on a timer

The All-in-one bundle is street dated for the 23rd and does not come with Early Access privileges . It might allow you to download parts of it now but it's still considered to be part of the bundle and thus, unplayable until it's official release date.
Unless they change their minds at the last minute you may have to wait until the 23rd to play your PS4 version.

Right it doesn't come with early acces but that only matters for heavensward. A realm reborn is completely separate and I am able to play that except for the error that's stopping me. HW Early access doesn't affect ARR. What you downloaded is not completely separate though. It's part of the all in one bundle. The bundle is not officially released until the 23rd. This is why you are unable to use it until then. If you had bought the standard or ce A.R.R by itself you would have been able to log right in. The bundle version has a release date attached to it.
That's great, but this still doesn't change the fact that you've purchased something that doesn't release until June 23rd. I'm curious what your service account looks like on MogStation, specifically the area I placed a red box around. Letting you download ARR's client could simply be a means of mitigating server load on release day, and isn't necessarily proof that you're supposed to get half of an unreleased bundle upon pre-purchase.
Edit: Heck, you can download the client for free without having purchased anything at all, so it's hardly an indicator that you're supposed to have access.
