Unable to create character on Exodus, but it's open

I'm trying to create a character on Exodus and it's open but I keep getting the 3079 error saying to try again later, but the Lodestone says it's open for character creation. Any one know whats up?

I vaguely remember you receive a 3079 Error when your account is at the maximum capacity for characters.

Most likely, you either already have 8 characters on Exodus and can't make more, you already have a total of 40 characters and can't make more, or you're on the introductory plan and can't make more than 8 characters nor more than 1 character on each server.
