Going by the wording in the post and what the expansion brings, you'll probably be locked out of your character if it is in a Heavensward area, and won't be able to play any Au Ra characters you have or any of the new jobs. You'll be able to play ARR content as long as your character isn't stuck in a Heavensward area. (You won't have access to any of the expansion areas.)

Need a dev post to clarify specific situations like, what if you log out as a new job or if you fantasia your character.

They could implement something that teleports your character to your starting city-state if you lose expansion access and your character is stuck in an expansion area, or you log into another platform that doesn't have the heavensward license but IIRC no word on something like that yet.
