Neither winter nor perverts are a new phenomenon that just came up in the past 80 years or so. The change in women's fashion is just that — a fashion. In some places and eras women wore only dresses. In others men did.

In modern western culture, women can go either way, but men almost exclusively wear pants. If the game were trying to replicate a modern look, then it should do the same, but lots of players don't want a modern look in fantasy games, and styles that run counter to what's commonplace in modern culture help to give the game a better fantasy vibe.
