Pre-order Rewards (When do we get them?)

Because the website doesn't state when the Pre-Order rewards will become available to the player, and since the game is in a fully capable position to deliver the promised rewards (technically speaking, a small patch might be necessary), I was under the impression the Pre-Order rewards would be applied immediately; to be found in my mail.

Now, I understand the Early Access portion doesn't start until 19th. So when do we get our rewards? As a Steam user, I believe I have 14 days or two hours of play -after- the release of Heavensward to decide if I want a refund.

Since I didn't get rewarded instantly for pre-ordering, do we get our rewards:
- on the 19th?
- on the launch day for Heavensward?
- 14 days after the launch of Heavensward?

Also, please specify in the future for "Pre-order" rewards the dates rewards will be delivered. When you pre-order games in retail locations, you sometimes get rewards on the spot (like a poster or mini-figure). It wasn't at all clear to me on the descriptions of the Pre-Order bonuses that I wouldn't receive the items promised in-game immediately, and spent quite a bit of time looking in-game and on the web, and begging others to help clarify the situation for me. It only becomes clear as it is obvious nobody else has the rewards yet either.

The pre-order website states the following regarding the code, though it seems not all orders actually go through the pre-order website.

"By redeeming this code, you will be able to download the game client for early access and receive the exclusive pre-order in-game items (Baron Circlet, Baron Earrings and Chocobo Chick Courier) via the Moogle Delivery service in-game mail system when official service begins. Early Access is not available for pre-orders of the FINAL FANTASY XIV Online bundle that contains both A Realm Reborn and Heavensward. The in-game items will be added to your account at the official launch of the game on June 23rd, 2015."
