The legacy restriction was removed in February 2014, you can now move to any server you want, but you still have to meet all the requirements for the transfer like no free company, maximum 1 million gil on you etc. Also perhaps the world you wanted to transfer to is simply not accepting new players right now so just try again later. After a maintenance or very early in a morning is usually a good time for most worlds.
