Why are there Garleans in Keeper of the Lake

Isn't the site of the Agrius crash supposed to be yearssssss ago? How are there live Garleans still here?

As the quest dialogue leading up to it explains, they are there to salvage parts, and supplies. The Eorzian garrisons have been cut off from Garlemand since the end of 2.0, and are getting desperate. Though it is hinted that perhaps they are looking for something else as well, throughout 2.4-2.5.

Seems as if they were also doing some experiments.

For one thing they have those weird birds with guns fighting for them. Its possible that they're testing mind-control devices similar to how Ancient Allags did it

Salvage. Research of some sort as well, I believe. The Garlean-infested area we go though is called the "Provisional Research Camp," or something like that.
