ISSUE
There are 9 different actions, split evenly, for each of the three fighting forms Pugilists/Monks use, taking up a lot of hotbar space just for "primary" weaponskill usage.
SUGGESTION
These abilities can be condensed into three "style" actions, where each "style" changes to an action that can be used in the current (or no) form.
I'll explain further via before/after.
As of this writing (2.57), we have the following actions tied to the following forms (* = MNK only).
Opo-opo/No Form: Bootshine, Arm of the Destroyer, Dragon Kick*
Raptor Form: Snap Punch, Twin Snakes, One-Ilm Punch*
Coeurl Form: True Strike, Demolish, Rockbreaker*
While it is possible to use macros to change your hotbar "dynamically" upon the use of one of these forms, some of the methods needed require some spacial investment on their own (such as the macros I saw that change the entire hotbar based on what form you're in). I think we can do better with the following style, as summarized/TLDR'd above. I'm using the term "style" for lack of a better word. In short, three 'dummy' actions can be created that change between actions based on what form you're in.
EXAMPLE
"Style" 1: Bootshine -> Snap Punch -> True Strike
"Style" 2: Arm of the Destroyer -> Twin Snakes -> Demolish
"Style" 3: Dragon Kick -> One-Ilm Punch -> Rockbreaker
These are each one action button that isn't a macro. You hit Bootshine while in Opo-opo (or no) form, it executes, and as soon as you change into Raptor Form, this button will change into Snap Punch; then, in Coeurl Form, it goes to True Strike, then Bootshine. The action rotates through on its own. Much like how the action Ninjutsu changes based upon which mudra combination you have inputted currently, these actions will change based on which Form you're in as well. You would only need three hotbar spaces.

(EDIT: I haven't figured out how to factor in Perfect Balance either. That one just gums up the works on this idea. :| )
