Unfortunately for me, I got a really good friend that has a pretty crappy schedule. And our only day to play games together online is on tuesdays. So I miss that window all the time. So I try not to let CT groups bother me, because I know they will most likely be terrible.
This happens ALL the time on my data center. Every Tower, regardles of CT, ST or WOD has at least one leech.
They always open the chest ASAP and refuse to roll on loot so we can't kick them.
When you question them in Alliance chat, they just have a lame excuse like "sorry bio, lol".
Asking the Alliance... ya... tried that. Got ignored, they didn't bother and just wanted to rush to the end.
And I'm not the kind of Player wiping / sabotaging a run on purpose.
Actually... would be interesting if only 1 Person stays out, if he can initiate a vote kick since he should not be in battle.
We had a healer doing this, didnt participate in fights at all. Towards the end of the ST run we boot him. He rejoins right away while we fight Amon, rolls on loot. We then kicked him again. He rejoined again right after the final boss pull. Rolls loot, wins loot this time. Gotta stop letting these guys rejoin the same runs, it makes kicking them pointless.
I see this quite often in all instances and it is very frustrating. It's obvious because they either wait just outside the boundary and get locked out, or they just walk in and stand there idle, I've seen a MNK just stand and auto attack for an entire fight and then when calling him out having the WHM back him up, most probably dual boxing or going in pairs to leech their way through the fight whilst also limiting the chance of being kicked.
A 5 minute penalty on rejoining an instance after being kicked is all I can think of to weaken this. 5 minutes isn't long enough to annoy people who are falsely kicked but it is long enough to annoy leechers.

Only one person has access to that button. Other healer was also new, not going to kick him for under-performance. Kicked people should not be able to resume the same instance, what good does it do?
A lot of bosses have mechanics where melee have to run back and forth, so there's some downtime as they often have long cooldown or low damage/resource for their ranged attacks..if they even reach (ex. running to pads during scylla, hiding behind ice burgs at amon, etc.)
There are several where people get frozen/inactive due to the mechanics (Ice balls at scylla, pools of poop at cerebus, being frozen at amon, etc.)
Several where you have to do big moves away from the boss to handle mechanics where even ranged can't reach (lightning and fire balls at scylla, soaking far away meteors during cloud of darkness, etc.)
If you're melee heavy in the Lab Atomos, you'll have melee standing on the on pad doing nothing.
Immune phases of bosses when no adds up.
Etc.
And how long do those mechanics require you to stop attacking? It's only a minute at best. So no, no one is going to be kicked for not attacking for that long.
