In that thread, the topic creator argues that outside of content where every single point of DPS will make or break a run, it could be more beneficial to use a slightly suboptimal rotation.

He posits that running through your 8 skills ad infinitum is 60 less potency per minute than the standard rotation. However, at the cost of that 60 ppm, you give yourself more leeway as far as CT and Phb uptime goes. It is also easier to keep track of, allowing you to concentrate more on mechanics while still executing your rotation. Finally, there pretty much doesn't exist a fight where you will be able to maintain 100% uptime on CT, Phb, Dis, and HT. While the standard rotation is good on training dummies, his modified rotation could be seen as more practical.

What are your opinions on this? Please try to see past the manner in which he responds to others, because I think he might have a solid point.
