criticizing the wrong group in regards to this bug. it was a coding error on Sony side. PSN pretty much thought that all the free upgrade people never had the base game on ps4, but wouldnt let us buy the ps4 version, and we were locked out of purchasing the expansion.

Yes and no. Everything like this is tested on the Dev PSN, which includes the PS Store. SE would (if I remember correctly) be able to test there, as would Sony, speficialy to ensure that this sort of thing is tested out before it impacts users. Someone forgot to do their homework when defining the test cases. In my estimation, both are equally at fault for poor test planning.

I upgraded to the PS4 version with the PS3 disc and I just bought the Heavensward collector edition on psn.

Couldn't yesterday, but was successfully able to pre-order the C.E. from PSN today. Another success story.
