So I've been on with support, and after a long queue:
Then took my contact info... that was it.Agent G: As of now folks that upgraded from PS3 > PS4 are having pre order issues, sony is working to fix this issue as soon as possible.

Doesnt matter if i restart my system or not... the problem is stil there... I am a tranfered ps3 user to ps4... my accounts STATES i am and playing PS4 account and PS4 User ... ... So what gives?



The PS3 registry was upgraded to a PS4 registry on the SE account, but I think the PS3 registry on the PSN account didn't get an upgrade.

But the funny this is... when i go to buy the PS4 version it tells me i can not buy it because i already own the ps4 version xD this is SOOO PSNs crap that is going on xD

So, after a much faster queue with Sony: After verifying that being logged into my account wasn't working, I got this suggestion.
It didn't work for me and they recommended I contact Square Enix. So we're just... stuck waiting.J: We will try one more thing from our side. Using the account where you go that go to Settings>PSN>Restore licenses. Then access to the store in your PS4 and try to preorder it.

HAHAHAHAHA... NO. As someone who owns the late, lamented P.T., restoring the licenses means that I would LOSE it, as there IS no license for it anymore.
I wouldn't recommend anyone else who has that and wants to keep it try that route either.
