    Pretty much like you resize anything. Grab the upper right corner of the chat window with your mouse and drag.

    Not sure what platform or control scheme you use, but if you have a controller and no mouse, then you first put your controller into "mouse mode" using L1+R3. Then, it's as Conradus said, drag the top right corner. (While in mouse mode, use the right stick to move the mouse cursor and the controller's L2 and R2 buttons act as left and right mouse buttons respectively.) When done, L1+R3 again to turn mouse mode back off.

    Note: The L1+R3 doesn't work if you're on a window that reassigns the L1 button to switch between tabs. Several windows do that, including the chat window itself, so it's easiest to just make sure you deselect everything before toggling mouse mode on or off.
