Okay, let me explain my chain of thought here. I am neither approving nor disproving of Sleipnir gaining the ability to fly in HW. It would be nice to have, but not necessary. However, the thought of him flying in HW is an odd one, as it just wouldn’t make sense lore wise. For example, look at all the primal mounts currently within the game.
Do you notice how each one has some sort of aura coming from their legs. It is very similar to the Sleipnir as seen in FFIX (The idea probably being borrowed from FFIX.)

I’m not sure if it’s explained what exactly that purple mist is, but I am confident that it is the source or imagery of its power enabling it to fly in that game. Now look at all the primal mounts and Sleipnir in FFXIV ARR. This particular Sleipnir doesn’t have any sort of aura. Now looking at FFXIV ARR as a whole, there is no evidence or hints of Sleipnir being able to fly to my knowledge. For Yoshi to just have him fly just because he can without any sort of source energy/power enabling him to fly would just seem odd. If it did have the ability to fly from the get-go it should have been in-game or shown since release. Maybe some sort of quest having the player helping Sleipnir gain access to its full potential would be a good way to prove he can fly.
I'd rather see Sleipnir fly backwards before I see the Fat Chocobo or the Goobbue flying.
With the announcement that primal mounts would fly, I would be very surprised if Sleipnir wasn't included considering its inclusion when the developer added unique songs to each of the primal mounts. That would seem to imply the developers consider Sleipnir to be a primal mount.
Also, if you think they're not interested in making Sleipnir's pricetag more attractive, you're kidding yourselves. Flying Sleipnir = more cash shop sales. A lack of purple mist on his hooves won't trump that.
I like how people are throwing "oh yeah you paid so what lel" on op;
op, and some of us who bought odin's horse, is only asking for the same rights as other mounts.

I think the idea of flying horses is honestly pretty lame.
