After that year, users will need to pay to upgrade, but there is no subscription or "IAP" you need to buy for the OS to work.

What he is saying is that, windows 10 will be Free, but it will be the last windows, after that there will be only upgrades like how google chrome works (there's no Chrome 1,2,3,....)

Then, Microsoft (the new CEO want it that way) may charge you for "upgrade", sure you still have windows 10... but you're gonna pay for "extra" like he said.
