Not Gridania. Central Thanalan has a railway line running from a tunnel under Ul'dah out through to Black Brush (why else do you think the hamlet at Black Brush is called 'Black Brush Station?') to the mines and is used for hauling ore.
The Garleans built their own railway which is indeed called the 'Phantom Train' (presumably because of it's secretive military nature) and it's tracks run from Castrum Medidanium in Northern Thanalan to Castrum Centri in Mor Dhona (it serves as the zone line between the two zones). The actual trains that run on these lines have not appeared yet though sadly.
the doom train will be a primal somewhere in Thanalan.
