    In truth, laws and governance only work if punishment can be meted out for failure to adhere to their protocols. Otherwise it all slips into chaos.

    Since another player cannot truly punish another for not adhering to the laws of your governance, there is nothing that can enable your idea of a "government" to work. All bark and no bite, so to speak.
