It will most definitely matter.

It means you will need to collect every viable piece of gear for every encounter. Instead of hording gear for glamour you would be doing it in order to have the piece of gear tailored for the encounters you'll face.

Lots of unavoidable raid wide damage in Boss A? Bring that gear that offers heals upon damaging. Frequent tank buster moves on Boss B? Tank should be bring that gear where boss damage = self heals or damage taken = boss damage gear. Situations like things will be commonplace.

But its unreliable to rely on it too much because its a % chance, it could never work for that unavoidable damage. Thus its not made to be used with it, its just a little helpful, not required.

o' Of course it does matter! However, what if it never procs? Its a Percent. You don't rely on it! You don't need it to kill the boss, its helpful!
