Why does he do Flash again after the CoS? Is it better to do RoH --> Flash ---> RoH ---> Flash cycling once the fight starts going underway, and Provoke + Shield Lob if aggro is lost?

Can tell you what I do:

Shield Lob -> CoS -> Flash -> FB -> Flash -> SB -> Flash -> RoH, then alternate RoH.

This is on big pulls though, on smaller ones you'll only need 2 Flashes. Obviously if you have a lot of mobs and a lot of AOE going on, you'll want to do more than just 3 Flashes. RB on mobs that are left over at the end of all the madness, and move on to the next pull.

I don't know if you or the OP mean using raw RoH, in which case don't do that. Flash and CoS are enough to hold AOE aggro, doing the RoH combo is for damage and single target enmity generation if needed.

Also to answer your question more directly: you want to have CoS ticking/on CD ASAP so you should use that before you actually Flash. Typically I pull more than one pack of mobs, so my rotation generally doesn't start with Shield Lob but rather CoS -> Flash. From then on you have to decide what you need more of: AOE enmity or damage on single targets. If you need more AOE enmity, you'll want to Flash more - but you don't need to Flash every single GCD. You can start your RoH combo and Flash in between the sections of it, giving you both the single target enmity/damage and AOE threat generation.

You don't really use your MP for anything else (at least at the moment), and the enmity you generate is there to stay. I generally Flash at least 6-8 times per big pull, though not all at once.

Yep, I do use Riot Blade. I'll probably have to use it more than RoH if I need to Flash between every attack -- I imagine Shield Oath and CoS makes life easier too.

Flash enmity modifier has been buffed multiple times, CoS went through a boost as well.

Sounds more target cycling needed or just too low ilvl weapon. Cycle quickly -- through multiple mobs between each GCD -- if just to get a peak at each mob's enmity in relation to your DPS/Healer. (Usually relates to their HP% remaining btw)

If you're noticing 2-3 mobs are almost full enmity on DPS while cycling, then switch to Flash. But usually it's just 1 mob who got hit with a Critical'd Flare or you're melee invested all their oGCDs on that is about to peel off.

The wildcard is what ilvl your weapon is compared to your party members. If equal you shouldn't need Flash much more than every 25 seconds (pairing it with CoS).

Grab mob groups with flash, shield lob them as you move to the next pack, at the final pack do the one Flash to grab, SW, Fastblade, <now the other mobs have caught up>, Buff, CoS, Flash, Buff, Savage and start to cycle. Unless I'm about to lose multiple mobs at once I'll not Flash for as long as possible (preferably after Blind wore off or CoS is off CD) This is how I go about it, but I prefer to live on the edge (+100 enmity over your dps members is just the same as having +1 enmity over them).

Flash spam IS ez mode, but don't get too comfortable with it. Once you feel good on your hate management, start working those Flash frequencies down.

Need to upgrade your weapon. Also as you're running to the mob start off with CoS to get the DoT started and to put it on cool down, make sure to have fight or flight up. For single target mobs [like shiva] you don't really need to flash more than twice, if at all. I personally did it when I was weaker but go straight into my main combo now. For groups. Flash a few times to build up that inital hate, more so with blms. Then rotate through your combos and flash.

if im feeling lazy i can control all big trash pulls with cos/flash/riot only
just pop fof when available and a cd here and there lol
