Yes, I believe that I'm having a problem because my copy of ARR is on steam.

That being said:

I have a friend with a standard Square Enix copy of ARR who hasn't purchased the expansion yet so would I be allowed to give him my Square Enix key? I don't have a problem buying a fresh copy on steam for myself, I just wanted to see if I could give my spare key to a friend with a compatible client so I don't have to go through the hullabulloo of trying to get a refund.

I'm pretty sure keys on Steam are just for Steam and not physical copies/SE downloads.

I would think so. If trying to register that code to your account didn't work, then it should still be considered an unused code not associated with you or your account and still available for use with a different account (of a type that it is compatible with). But I'm just another player and can't guarantee that what I think should work and what will work are one and the same.
